Quality can be quantified which is as follows:
Q = P / E
where, Q = Quality
P = Performance
E = Expectation
If Q is greater than 1.0, then the quality of the product is good. The determination of P and E will most likely be based on perception with the organisation determining performance and the customer determining expectation.
